Casey McGuire

Position 4

Casey McGuire, a dedicated lifelong resident of Garfield, New Mexico, has spent the past 19 years as a supervisor for the Caballo Soil and Water Conservation District (SWCD) and 17 years of this has been as a supervisor for the Elephant Butte Irrigation District.

 

With a strong commitment to flood control dams, Casey passionately oversees operations and maintenance of these structures within the district boundary, driven by the belief that safe infrastructure is vital for the community. Recently appointed as the project lead for the EBID's new dam maintenance crew, he embraces the opportunity to make a meaningful impact.

 

Notably, his previous achievements as a board supervisor have been successfully overseeing the sediment removal at the Garfield Dam, demonstrating his expertise and dedication to enhancing safety. By facilitating equipment purchases and addressing the district’s needs for flood control structures, Casey embodies a proactive approach to his work.

 

Looking to the future, Casey is determined to ensure that all flood control dams are in compliance with the standards established by the State Engineer and the Dam Safety Bureau, setting the stage for a safer, more secure community for generations to come.

Keith Franzoy

Position 3

Keith Franzoy, a lifelong resident and fourth-generation agricultural producer in the Hatch Valley, embodies the spirit of sustainability and stewardship.

 

Through his board membership, he has deepened his awareness of conservation practices that can make a meaningful impact on his farm. He is eager to embrace the cover crop programs offered by the district as part of the transformative Healthy Soils Program.

 

His contributions of innovative ideas and practical experience to the Caballo Soil and Water Conservation District reflect his commitment to a sustainable future.

 

Specializing in the production of premium alfalfa, corn, and cotton, Keith exemplifies the best in agricultural excellence.

 

He passionately supports the district’s essential mission to conserve our precious natural resources, inspiring others to join in this vital cause within the Caballo Soil and Water Conservation District.
